"I.M.F. Can Provide Stability" Senator Lindsey Graham




There has been some coverage of the "hot mic" comment Senator Lindsey Graham (R-SC) made to Secretary of State John Kerry on the Senate Floor.   As a point of clarification, what the Senator actually said was: "Hey, John, Good Job. Let me know what I can do to help with Boehner." The Senator was referring to the Ukraine/IMF situation.  Of course, opponents of the Senator are already taking the comments out of context and making making a mountain out of a mole hill.  

Actually, Senator Graham's comments are no different today than what he said yesterday as was printed in the NY Times and read “...A group of officials from President George W. Bush's administration sent a letter of support on Wednesday signed by Condoleezza Rice, the former secretary of state; Paul H. O'Neill and John W. Snow, the former treasury secretaries; Tom Ridge, the former homeland security secretary; and Stephen J. Hadley, the former national security adviser." Senator Lindsey Graham, Republican of South Carolina, said he "was trying to persuade House Republicans to support the I.M.F. changes." He went on to say, "International organizations like the I.M.F. can provide stability at a time we really need it. It's a strategic tool for U.S. foreign policy. We would be shortsighted not to embrace these reforms."
Should you see this story or these comments being blown out of proportion, taken out of context or distorted, please feel free to use the explanation above to clarify for those spreading the lies. Those poor souls just need to learn to read...the rest of the story.  Bless Their Hearts!

Legislation to eliminate soring by establishing science-based, objective testing protocols introduced by Congressman Marsha Blackburn has received widespread approval across many of the communities affected by the Tennessee Walking Horse in the state of Tennessee. Eugene Ray, Mayor of Bedford County along with several of his counterparts in other parts of Middle Tennessee sent letters supporting H.R. 4098, the Horse Protection Amendments Act introduced by Blackburn and co-sponsored by all of her fellow Republican delegation in Tennessee.

The common-sense legislation that eliminates soring and preserves the history and tradition of the Tennessee Walking Horse would also establish a single, independent and qualified enforcement body to administer the Horse Protection Act. Tennessee's Commissioner of Agriculture would appoint two members to the board of the enforcement body.

The rural, one-night horse show that is the backbone of the industry is vital to the charities and civic clubs of our county that benefit from the horse shows. Your legislation will allow those to continue and grow and thus provide more economic impact to our county and corresponding charities.

The Walking Horse industry has a rich tradition in Tennessee and we are pleased to see legislation that calls for objective, science-based inspections of our horses to ensure their welfare at events. South Carolina General Assembly Officially Opposes HR1518 and S1406


On March 10th, 2014, the South Carolina General Assembly in Columbia, South Carolina passed a concurrent resolution to support the Tennessee Walking Horse Industry.  In this resolution they expressed unanimous opposition to US House bill HR1518 and US Senate bill S1406.  They also expressed support for industry legislation introduced by Congresswoman Marsha Blackburn(HR4098).   

The resolution was sponsored by the four horsemen of the South Carolina general assembly Representative Alan Clemmons (R- Horry), Representative Chip Limehouse (R- Charleston), Representative Edward Southard (R-Berkley) and Representative Bill Hixon (R- Aiken).


Representative Alan Clemmons, who lead the charge for this resolution made the following statement, "Those who understand modern horse training techniques understand that the current push by the USDA to outlaw Tennessee Walking Horse training techniques is nothing less than one step closer to achieving their agenda of outlawing all horse training. That is why the South Carolina House, without objection, passed this resolution to Congress encouraging them to defeat the bills currently being considered."

This resolution will be sent to each member of the Congressional delegation from South Carolina to let them know that the representatives of the people of South Carolina do not support these bills and  they ask them to neither sponsor or support HR1518 or S1406.

To whom was referred a Concurrent Resolution (H. 4833) to memorialize the Congress of the United States to defeat H.R. 1518 and S. 1406 which would enact excessive guidelines relating to the practice of soring, etc., respectfully

That they have duly and carefully considered the same and recommend that the same do pass:

A CONCURRENT RESOLUTION
TO MEMORIALIZE THE CONGRESS OF THE UNITED STATES TO DEFEAT H.R. 1518 AND S. 1406 WHICH WOULD ENACT EXCESSIVE GUIDELINES RELATING TO THE PRACTICE OF SORING THE TENNESSEE WALKING HORSE, AND ADOPT ALTERNATIVE LEGISLATION PROPOSED BY THE TENNESSEE WALKING HORSE INDUSTRY THAT ADDRESSES THIS ISSUE AND PROTECTS THE INDUSTRY.

Whereas, both H.R. 1518 and S. 1406 are pending before their respective bodies of the United State Congress; and

Whereas, both bills seek to eliminate the practice of soring the Tennessee Walking Horse by eliminating the practice of fitting these horses with weighted shoes and action devices; and

Whereas, while the purpose of both bills appears to be valid, in practice neither bill solves the problem of soring the Tennessee Walking Horse for numerous reasons which include: the information and photographs used to support both bills were compiled twenty years ago, before the industry began to reform itself, and are not supported by science or research; the current legal performance shoe and action device do not cause harm to a horse; and the United State Department of Agriculture (USDA) reported on November 3, 2013, a 96.7% compliance rate with their current regulations; and

Whereas, the USDA has never prosecuted an alleged violator for a pressure soring violation; and
Whereas, other breeds of horses, which include the American Saddlebred, Friesian, Hackney, and Dressage, use the same performance shoes and action devices as the Tennessee Walking Horse. However, both bills do not affect the use of similar shoes and action devices on these breeds of horses; and
Whereas, passage of H.R. 1518 and S. 1406 would eliminate 85% of the Tennessee Walking Horse Industry--15,000 show horses valued at 1.3 billion dollars, 20,309 jobs in Tennessee alone, and a negative 3.2 billion dollar impact nationwide; and

Whereas, the Walking Horse Industry has proposed alternative legislation that would punish those who harm horses without eliminating a total division of an equine breed or increase the tax burden on hard-working Americans; and

Whereas, the Walking Horse Industry proposed and supported legislation would establish a single, independent horse industry organization to manage the inspection and penalty process for the entire industry. This organization would establish objective inspection standards, impose strict penalties for any violations, and put the financial burden for compliance with these standards on the Tennessee Walking Horse Industry which avoids needless intervention by the federal government.

 Now, therefore,Be it resolved by the House of Representatives, the Senate concurring:

That the members of the South Carolina General Assembly, by this resolution, respectfully memorialize the United States Congress to defeat H.R. 1518 and S. 1406 which would enact excessive guidelines relating to the practice of soring the Tennessee Walking Horse and adopt alternative legislation proposed by the Tennessee Walking Horse Industry that addresses this issue and protects the industry.

Be it further resolved that a copy of this resolution be forwarded to each member of the South Carolina Congressional Delegation.

The TRUTH about HR1518 and S1406 "Past Act"

The REAL TRUTH about HR 1518 and S1406


  Original Purpose of the Bills:
  • Eliminate the practice of soring the Tennessee Walking Horse.
Original Co-Sponsors:


  •     S1406 – PAST ACT (7/31/13) – Senator Kelly Ayotte (R-NH)    
  •     HR1518- PAST ACT ( 4/11/13)- Congressman Ed Whitfield (R-Ky1)


     What the Bills Actually Do: 
  • Eliminates weighted shoes, pads and action devises used on Tennessee Walking Horses, Spotted Saddle and Racking Horses.
  • Eliminates the Tennessee Walking Horse Show horse and displaces 85% of the horses in the breed.
  • Gives UDSA complete over site and adds additional inspectors by increasing the USDA Budget by approximately $20 Million.


  • Continues to allows “subjective” (non-science based) inspections, disregarding the technology developed since the 1970’s.

What the Bills Do Not Say or Do:
  • Bills do not solve the problem of soring the Tennessee Walking Horse for which it was originally written to solve.
  • Information and photographs used to support the HSUS claims are misleading, old information from 20 years ago, before the industry began to reform internally and are not backed up by science or research.

  • Do  not apply to animal cruelty issues prevalent in many other breeds, despite the HPA applying to all equine breeds.  

   Facts:
  • The current legal performance shoe and 6oz action devise do not cause harm to the horse (source:  American Association Equine Practioners and American Veterinary Medical Association).


  • The USDA reported on November 3, 2013 a 96.7% industry compliance rate with their current regulations which does not support the “wide spread” use of soring chemicals as HSUS would imply.
  • Since 2009 the industry has improved its compliance rate with the USDA standards from 68.6% to 96.67%. That’s a 28% improvement.


  • The USDA has NEVER prosecuted any alleged violator for a pressure shoeing violation.
  • Other breeds that use the same pads, weighted shoes and action devises as the Tennessee Walking Horses include but are not limited to:  The American Saddlebred, Friesian, Hackney, and Dressage Horses.  However they are not put through the same scrutiny and inspection process by the USDA.  They are also not being denied the right to use of pads, weighted shoes and action devises by this bill.


  • HR1518 and S1406 would eliminate 85% of the Walking horse industry (15,000 show horses valued at $1.3 billion), 20,309 jobs and will have a negative $3.2 billion dollar economic impact nationwide.
   Alternatives:
  • The Walking Horse industry legislation being proposed by Congresswoman Marsha Blackburn would go farther to punish those who harm horses without eliminating a total division of the equine breed or increasing the tax burden on hard-working Americans. 
  • Walking Horse Industry proposed and supported legislation would address and solve the original intended purpose of the bills.
  • It would establish a single, independent Horse Industry Organization (HIO) to manage the inspection and penalty process for the entire industry.  The HIO would not just have independent inspectors but would have independent management of entire HIO;  Management of HIO to be a board consisting of:
    • Two Industry Representatives in consultation with Walking Horse Trainers’ Association
    • Two Designees by Tennessee Commissioner of Agriculture
    • Two Designees by Kentucky Commissioner of Agriculture
    • Up to three additional representatives as determined by above 6
  • HIO system would follow recommendations found in AAEP White Paper and conforms to OIG Audit of APHIS including that the AAEP and AVMA.  Both concur with the independent research study conducted by Auburn University that the use of pads (performance shoes) and action devices weighing no more than 6oz do not cause harm cause harm to any limb of the horse, or sore the horse; therefore, we would allow the use of this equipment.
  • Establish objective standards of inspection, similar to other breeds of competitive horses, and eliminate subjective inspections established 43 years ago;  
  • Eliminate civil and criminal punishment for subjective interpretation of violations by single inspector;  while establishing strict penalties for any violator of the HPA; and establish immediate penalty for violators.
  • Put the financial burden for compliance on the industry, thereby avoiding an increased financial burden on taxpayers with increased USDA budget.
